Default gauge holder for 96-98 civics

it seems this would be a great way to mount some gauges
http://www.newsouthperformance.com/hondapanel.htm

however it seems that it needs a factory 96-98 housing down there to work?
can anyone with a 96-98 civic let me know if this would just snap into their lower console area?

That would be because no one has experience with them.

Why would you want to put the guages so far from your line of sight?
Guages need to be located where they can be quickly read without taking your eyes off the road.

Put your stereo there and put the guages where the stereo is.

i have a door pillar pod, but i'm worried about them being right near the window where everyone can see them. also, i will be putting not-so-vital gauges in that area since i have a guage bezel holder already for my boost and oil pressure.

You first remove the pocket from the console. The gauge panel is designed to snap/slide into the hole. Then the gauge U-brackets, Spinloks, etc..hold everything in place.
