Default getting code 20(ELD) please help...

alright heres the deal. i have a 97 civic dx hatch, with a 98 integra gsr motor, gsr ecu so on and so forth. i also have a 97 ex wiring harness so i didnt have to run the vtec wires . but i have this code 20. its draining my battery to the point where i cant even drive it. i went out and got a new battery and alternator hoping it will fix the problem, but no. where is the eletrical load detector located? and how can i fix this. its pissing me off to the point where i want to sell my car as just a shell. if you know anything, please let me know. TIA my fellow hybriders.

you have to replace the whole fuse box under the hood...its built in there...dont try and fine one in a junk yard.....chances are it will screw up too....
