you've used the liquid wrench ands stuff on it, let it marinate in that, or if you're haveing a LOT of trouble still after that then take a torch to it and heat it up, always works for me...

Look at it from the POV of the tie rod end. You would turn it CW to thread it on, so turn it CCW to thread it off (and the locknut the opposite way).
