Whats the budget? How many miles on that motor? I mean if the motor is on its last leg id consider getting another one prior to anything else. If you want to keep that motor - then I would do suspension first.

A good tune up should always be your first mod.

I say suspension also. Coilovers, shocks, sway bars, camber kit, etc...

if your car is 100% stock your first upgrade should be a $30 intake from e bay then after that shocks and springs

i say get a good intake, then suspension. Lowering your car does make it look better but getting an intake will make it sound much better

if it's a used car, I'd say a major tune up. Just to make sure the car will be stable for the next couple thousand miles before you started to mod it. when u have the money or already have, then suspension/tires. get control of ur car before u go fast besides, it's the tires and the suspension that holds ur car not the turbo nor the kragen intake pipe.

tune up...
suspension/tires [camber kit]
then decide what will be your goal? low/mid or high end power?

I'll probably get the tune up first, but this is a new car i'm getting within a month and a half, but i'll probably get it checked out, then get suspension and then decide if I want to swap the engine or not. But if I do, is a JDM b16a good for a turbo?? cuz I know it just fits in the RS integra..but would ya'll put a turbo on it??

They'll both work good. It all depends on personally preference.

If you have the money for a B16 swap and a turbo setup, you may want to consider dropping a bigger motor in there (i.e. B18xx, B20). That way you'll have alot of room to work with later on.
