For new rings
Top ring - .20mm - .35mm (.008" - .014")
2nd ring - .40mm - .55mm (.016" - .022")
Oil ring - .20mm - .50mm (.008" - .020")

Service limits:
Top - .60mm (.024")
2nd - .70mm (.028")
Oil - .70mm (.028")

You don't wanna use the serivce limit specs for new rings. If they're higher than new spec, then you need another set of rings or an overbore with oversized rings. If the gaps are too small, you need to file down one end squarely until it comes into spec.

Make sure that when you check the ring end gap that the ring is square with the cylinder wall. If it's not, then the ring won't be compressed enough and you'll read it as being too wide.
