I got a 93 hatch and a 99 b18b is a 92 integra ECU OBD1? and if so it will plug into my factory harness correct?

 

88-91=OBD0
92-95=OBD1
96-99=OBD2 Version A
99-Present=OBD2 Version B

So yes your 92 Integra ECU is OBD1, and it should plug into your 93 Hatch harness just fine.
