Default idle and low throttle problems v2

I thought my problems were from an IAC vavle that went bad. But its not.

My symptoms:
-rough idle
-when going from zero to light throttle (say from a stop) there is a hesitation where changes in throttle do not change power output. If I go from 5% to 12% the car will act like nothing has happended. when I dip in more to the gas then it will start accelerating.

I still might think my IAC valve (even though I just swapped anew one) is bad. When I did the vacuum test by sticking my finger over the top of the 2 holes there still is a strong vacuum after the car has been driven and is above the ~130 degree water temp mark that the helms specifies for the iac to stop or have low vacuum pressure.

I can upload a hondata datalogging session I did with my car at idle.

I will have my timing checked later today

any guesses?

Is there any difference in pedal feel to get you past that 12% throttle? Like a small sticking point?
