I would use my visa and buy a proper high flow cat

I did this once when I was in high school on a 90 Teg. I used a long chisel and 2LB hammer. Then I found some steel pipe that fit perfectly snug inside the cat. Once all the catalyst was removed, I beat the pipe into the cat making a true straight through cat. Even though Honda's run very efficient and I could pass the emmissions test with flying colors, I couldnt pass it for anything after I removed the catalyst and ended up having to buy a cat anyway.

Yes, it will decrease performance. The exhaust will circle in the open space rather than flowing straight out, thus decreasing performance and emitting tons of crap.
to gutting a cat. Buy a hi-flow or leave it alone (or test pipe for track).

I imagine that it is not the best design for air flow but I did notice a lot more torque after hollowing mine out. I bought mine off Dustin, but I also made one for a swap I did. We used an air chisel, it took about 5 minutes and worked great.
