99-00 civic si "wednesday motor"

my friend raced a guy with a JDM b16 today, and he lost, but the guy said pop the hood, and looked at the vin, and said "these certain rare usdm motors put out more power then other b16a2's"

i deno if thats true or not. the guy just looked at the VIN and said "it would be an honor to race you" eh..... id eno bout that one. whats fact. and whats fiction?
