Do all intakes w/ cone filters whistle?
I bought a CAI for my 91 civic, but I decided to leave out the pipe at the end and use it as a short ram. I put the filter on tight, but it whistles high-pitched when I rev the engine. I was told that this is normal, so I'm wondering if everyone's cone filter does that? If not, is there a way to stop it from happening?
The whistling is not the result of the cone shaped filter.
The whistling is caused by the air moving into/through the Thottle Body and around the butterfly. With some intakes, especially the AEM CAi, it is very noticeable. With other intakes the whistle is not nearly as noticeable.

It has to do with the throttle position (i.e., how far open the butterfly is) and how the air is rushing through the TB.
It is not a function of good design - the stock ITR arm (made of rubber) makes a very slight whistle (hardly audible), and when I installed the Mugen Intake using the stock arm, I could no longer hear the whistle. I also had a J's CF intake and never heard the whistle like I did with the AEM.
The AEM is synonomous with the whistle. I would not be concerned with whether or not an intake makes that sound as a guage for its performance/cost.

Good question, I bet if it whistles to much it'll blow your engine. Should be careful to not make it whistle to often, only when your're racing...

Is this how all tech threads go? I hope not. 
I found that you only hear the whistle at partial throttle, 50-75% at most.
I like full throttle better, and the whistle is just a novelty.

Mine only whistles matching revs at high RPM, right around 5000. I had to cut the bottom of my intake off to make it fit my car, maybe that has something to do with it. I like the whistle also.
a vaccume hose may be dissconnected... sometimes intakes have those things poking up for vaccume lines or something... i have found that if those are dissconnected or not plugged it will whistle as a result of air being sucked through it 'very' rapidly..
