Default Torque Rotors and Front wheel??

Puttin on new front rotors, Im wondering if you need to have them torqued down to a specific range? Also the Bolts that hold the front wheel on, or should i just make them all tight.

Forgive my ignorance, im tryin to save money.

Front brake rotor bolts are usually in the ballpark of 7-13 lbft but don't forget the loctite or similar thread locker. Front axle nut should be at least 75.

Is there a specific number or is that just a general rule?
