Default Why is my car idling @ 1100 RPMs????? PLease help

Just finished my swap of a JDM B16a into a '95 DX hatch, everything runs well, but the motor idles at 1100 RPMs with the idle adjust screw set as far down as it will go. I am very puzzled by this need help from the experts here. TIA
