Default Timing Belt Tensioner

I recently had to replace my head gasket on my rex. Im pretty much done and want to fire it up but I only have one concern.

When I loosened my tensioner to reinstall the timing belt on my cam gear (I didnt remove the entire belt just slipped it off the head), I have been trying to retighten the tensioner bolt but for some reason it tends to just spin. Now my question is does the tensioner bolt stop spinning or what can I do to tighten it back down.

take the bolt and tensioner out and see if the bolt or the block stripped
