Best polish to use to use in removing surface scratches?

Did a search and didn't find much info or help. Today, i finally had a chance to clean, polish, and wax my car with the meguairs's 3 step car care. I swear the previous owner of the car must of washed it with sandpaper because there is ALOT of swirls and surface scratches (in the clear coat) on the car from washing it before. This is the sequence in which i applied the product:
1. Meguair's - cleaner (step 1 of 3)
2. Meguair's swirl remover (extra step which i purchased separately) - 2 coates
3. Meguair's - polish (step 2 of 3) - 2 coats
4. Meguair's - wax (step 3 of 3)
It looks alot better then before but there is still some surface scratches on it. Do you think if i keep repeating the swirl remover and polish, will it eventually take out all of the surface scratches? Or is there another product which is beteter out there for this? Also, if i polish it too much, wouldn't i harm the clear coat?
