Default Problems with JDM B18C GSR swap in EK

Hi there, i just recently finished up my OBD1 JDM B18C swap into my 97 cx hatch. I'm using a 98 CTR computer to run it, it's just temporary until my OBD2 to OBD1 harness comes in. When i start it up no matter whether it's hot or cold it starts idleing at about 1000 then it gradually rises in about 2 steps and idles at 2000. the idle will not come down, it's also running very rich. the other problem i have is that when i put a jumper on the clip to check the codes the CEL doesn't flash it just stays on. I've triple checked my wirring and it all seems to be in order. I can barely drive the car because at about 3 grand the engine just bogs and looses all power. If you guys have any ideas i'd love to hear them.

well i think you're stuck until you get the proper ECU then you can star diagnosing the problem.
