Brake Bias ?
No. Mild suspension modifications and the addition of some sticky tires on the car does NOT necessitate bias adjustment. More significant modifications and, more importantly, a change in usage of the car (heavy track time, etc) may necessitate a bias adjustment but I know plenty of guys (with ITR's and not) who never adjust the bias and remain extremely competitive.
Well, maybe for you guys running bigger tires out front than in the back! (just kidding, though...)
I'd say as long as the same type of changes are done (tire wise) front and rear.
Now, for those doing big brake kits and/or spoons ... (but I think Phat R pretty much got ir right wrt the ABS).

I've had brake bias problems before. My rears would always lock up first. If the ABS was connected it would engage prematurely. With the sticky tires there would be MORE weight transfered to the front, so I needed to do something. Now I'm using Hawk Blues in the front with HP+ in the rear and I'm pretty happy. It would still be nice to be able to adjust though. Especially from the cockpit so you can adjust for a full or empty tank of gas. I wouldn't rely on using the ABS computer for it. It just seems to crude.
