Where are you measuring the tension/slack at? Front of the belt or in b/w the gears?
Up to .75" is ok when measured at the front of the belt in the middle. You don't want the belt real tight either.
Retension the belt again according to procedure.

the back is very very loose the front of the belt is nice and snug about how the hole belt should be like. when i start it the belt flaps up and down from the vibration.
Verify your tensioner is still good. there is a chance it went bad...Also verify it`s lined up with the correct pin, it needs to fit a certain way.

I believe Honda actually suggests you change the tensioner everytime you do a T-belt change. I don`t do it, but they say you should.
There is a dowell on the side of the block, there is a tab on the tensioner, they must be hooked up w/ each other. I can`t explain it well enough, but if you look toward the back of the tensioner, you`ll see what I mean.
I don`t know what tensioner to tell you to use, I`m not too familiar with LS-Vtec applications...

I think they're all the same P30 part number, even b/w non-VTEC and VTEC engines.

its set for tdc so unhook the belt turn them counter clockwise and put the belt on? the cams wont be tdc then? ill try the tensor and see if it works the tensor is in both hooks the spring side and other one.
Loosen tensioner, line everything up at TDC, put the belt on, rotate CCW 3 teeth and only 3 teeth, torque or tighten down tensioner bolt. Recheck tension and TDC alignment.

See, that tells me that your tensioner is bad. It *should* do most of the work for you. Could be something you swap out next tear-down
