everyday almost.. between 4-5pm i see a PY going down 405S around torrance area.. always drives in the fast lane.. i think it has tinted windows.. anyone from this board?

Sad to say, this plate is no longer on this car. My brother bought this R from a guy in Fremont who had owned this plate for years (has to have been since early 90s, right?) he didn't even have a choice in the matter! My brother doesn't like anything flashy on his car, so he got rid of it.
So what does this mean? The plate "VTEC" is now available. If you look on dmv.ca.gov it says it is claimed, but my brother just gave it up. I'm not sure how you would go about it, but one of you guys should take it. Consider it my gift to honda-tech.
