With all honesty, if I had to do all over again, that only mods I would do are Mugen Lowdowns, 23m-jdm sway bar, 4-pt rollbar & good 15x7" wheels & tires and call it a day.
I'm sick of working on cars and making a stupid fast street car doesn't many any sense to me. R is so much fun (almost) stock, that I don't know why I would want to mess with different mods.
With a scoobie, you have to make changes to get rid of the sloppy suspension & a bit of turbo lag. That's a big
for me to bring the car up to the level of my likings.
I'll take any car that flat out handles over a "fast" straightline car.

If I could do it over: Mugen NZ or something similar, Mugen 26mm rear sway, strut tower bars, cage/rollbar, R-compounds on some 15x7 or 15x7.5 rims, brake pads, fluid, done. Forgot 'power' mods.
But now since I have a very good I/H/E setup, that's it. I'm done.

out of the box, Id take the R. the R doesnt need much if anything to make it capable of runnig nice on the track. At the very least, the WRX would need suspension bc the stock suspension blows. But if it came down to making the car faster for the straight line, Id probably go with the scooby because boost ownz.
Straight line speed, I think the ITR is faster on a rolling start than a stock WRX. At least mine is 
Handling, hands down the ITR is better (better grip, less body roll, less mass, etc).
When it comes to power mods, the WRX wins easily unless you boost the ITR.

I drove my friend's wrx extensively
It's quiet and lots of torque when boosting. Although the driver might not notice, but the passenger can feel that tremendous torque. It's somehow rommier and much better suited for street driving as it's more refined and comfortable. The isolated feeling made the car felt slow even though it's fully accelerating.
However, that gearbox is really notchy, felt like I am pushinga rod made out of plastic. Not to mention instead of quick shifting in our cars like 1-2, you have to wait on the clutch or else the WRX will bog as the differentiation transfers the front to the back. It takes away all my fun and enjoyment of driving fast.
The brakes are a joke, being so used to my ITR brakes, I am sooo worried of rear end someone as I brake a lot earlier in the WRX. AWD makes the turn sharper but the amount of body roll and again that isolated feeling of this 3100lb car really is no where near my likings.
Due to aerodynamics, the WRX will not go any faster after 80-90mph. Launching the AWD takes skills or else the clutch won't last more than 5 times if you want to achive that magazine rated low 14' 1/4 mile.
If put it in my words. ITR is a sports car, WRX is a go fast car. It's not where near the fun of driving my ITR than a WRX.
So I would have to go with "NO". If the STi do not improve the above issues, I would still take my ITR even though it's slower.
