It is the park light, the turn signals are single filament bulbs, not dual like the turn signals on the USDM integra. The city lights are the JDM version of the park lights

Whenever USDM parking lights would be on (i.e. when the parking or head lamps are switched on).

When the park lights are on, and when the headlights are on. If you are really ****, you can use a socket that takes a dual filament bulb (1157) and wire up the turn signals to be the park lights as well

This is really as simple as the concept can be made.

they are curtousey lamps (aka city lights)...they are used in Japan when stopped at a stoplight. People usually turn their headlights off so not to blind the person in front of them.
mine is one when my low beam is on, how can I make it turn off when i have my low beam on?? I only want it as my daytime running light, but don't want it when my HID goes on, what can i do?
When you turn your parking lights on, they're on, when you click one more time and your headlights are on, they're still gonna be on. It's that simple.
One more time for the record. When the headlight switch is in the off position, all lights will be off (no DRL's). When turned to the first click (parking light), the tail lights and the city lights will be on. Also on this click, if the foglamps are switched on, they too will be illuminated. On the second click (headlight) the city lights, tail lights, and headlights will all be on. Again, if the foglamps are switched on, they will illuminate on this click as well. As for the corner lenses and sidemarkers, they will only illuminate if the hazards or the turn signals are used. Some individuals may choose to wire the city light to a daytime running light (DRL) source, and others may choose to use a dual-filament bulb in the corner lenses to function as both a parking light and a turn signal, but the above description is how the factory JDM lights would operate.
Chris - who never thought this would be so hard to understand.
