Can abs plastic be fixed??

I maybe buying a used itr lip with a small 3in crack in it. It is at the bottom and cannot be seen when its on the car, but I would like to fix it. Can it be done? If so how?

there is such a thing as a plastic welder. never used one, but I see it in my eastwood catalog.
