Default Which CAR?

I am looking at two Civic HB's one with an H22A, and the other has a LS Vtec with CTR cams, Skunk2 sprocket(not sure but is that same as cam gears?), and B-16 pistons. LEt me know what you guys think i would love everyones opinion. Oh and also i was wondering which one had more potential in a straight line for the $$$. Goal is low 13's(dont know how realistic that is)

The ls/vtec is a mixture of block and head that were never meant to be so there is some issues if not done exactly right.

h22 is your best bet out of those two rides.
