Default how does timing work ?

i was just wondering about how timing works, like i know the cam gear is attached to the camshaft, and the camshaft has certain, lobes?, well it controls the intake and exhuast ports. How does the cam gear timing come into play, say i buy a came gear.. what can i expect.. or is others mod's needed before this comes into play. I was thinking of boosting up my engine with a new fpr, and fuel line, then if timing can help with that.. i should get a little more hp
