have a question for 96-98 civic owners..
OEM front bumper does not have a breather hole like the 99 does.. what are you doing or recommend for a cold intake setup?? do they sell a front bumper that looks like the 99 but instead its for a 98??
make your own hole.
or if you are really not wanthing to touch the front bumper, get some of that dryer tubing.. the silver crap, and run it behind the bumper where the opening in the center is to your cold air.

The 99-00's have grooves but no holes....it's cosmetic.
The CAI's go in the fender well anyway. But, if you want you can get a wind scope from a racing shop, mount it in the bumper opening and route some hose from it to your intake.
Someone has done it on this board and a lot of the board track cars do this for brake cooling.
