Hey people: Newbie member getting a '96 GSR...what should I do first?
Anyhow, I'm going from crappy usdm spec., finally (Cavalier 2.2-heheh), to a sweet '96 GSR(bonestock at this point). I was doing some research on some mod's like cams/gears, intake manifold, cai, header, exhaust, internal rebuild, etc. What should I look for first..the ususal i/h/e or what? I'm going to hopefully have around $4500-5000 to work with, so help me out here, please!

It depends on what your power goals are. If you're planning on boosting in the future, why waste your money on an intake and header? Ya see what I'm saying.

Ok, my goal basically wit this car is to achieve high 13's (13.7+), to low 14's (14.4-). I was looking at a Greddy T3/T4 kit for roughly $3000. I like it a lot in all honesty. Oh yers, I should mention this right now....another choice arose....back to the choice of car
'96 GSR OR a '95 GS (now, help me this standpoint...lol).
If I go to a GSR, I'm going to stay w/ the all-motor theme, if i go GS, it's getting f.i. like a mother!

Whoa youll be way surpassing those goals if you go turbo gsr 
Even turbo RS shouldnt be hard at all to get 14 flat.
Just to give you a perspective...My goal when my NA GSR is done will be about 13 flat or high 12s. And I have a relatively conservative all motor setup. (Skunk2 cams, valvetrain, IM, etc...JDM ITR pistons in future).
To be honest...Id rather have a 13 flat NA GSR than a 13.5-14.0 flat turbo RS.
Of course thats obvious...cause I made the same choice you did

If you go with the GSR and stay all motor go for a CAI first. And if you're working with that much money go for bigger cams and cam gears and upgrading your valvetrain to handle the cams. Then go for a stand-alone ECU like Hondata. Also a Skunk 2 intake manifold and then go for a good header and exhaust. Finally get it all tuned. It may end up more $$ than what you have right now but set out a plan and stick with it. And take your time to research the best parts for your setup and do it right. Good luck!
