When not breaking, under normal driving conditions, unbalanced wheels will cause your steering wheel to shake.

May be: Unbalanced tires, Out of round tires, bent rim, Worn tierod ends, and if it only shakes when braking then its most likely warped rotors. First jack up the car and put it on jack stands. Grab wheel at top and bottom push/pull, if there is movement the wheel bearings are shot. Next grab the wheel at the front/back and push/pull look at the tierod ends if there is relative motion at the tierod replace the tierod end. Start the car and put it into 4th gear let the clutch out slowly look at the tires as they spin is the tire round or does it appear to be rising and dropping each revolution. If it looks like it rising and falling then the tire is out of round or bent rim. No way to check for out of balance condition, have the tires balanced. If it only shakes when braking then have the rotors turned or replace them.
