use Gum Cutter spray, it eats away anything off of blocks. It is similar to carb & choke cleaner, but much more effective. Buy 2 cans to be safe. It is aerosol.

Make sure you use the AUTOMOTIVE Simple Green. If you have just the regular Simple Green cleaner it won't work nearly as well.
edit: The Automotive Simple Green cleaned my block very well. All i did was spray it on, then wipe it off after like 10 - 15 seconds. Got all the oil and grime off no problem.

When I cleaned my block, I used Brake Cleaner, scrub, spray simple green, repeat if necisary.... granted this was out of the car, that I stripped down to almost nothing, with the intention of cleaning it... but it worked.
Gunk is the ****...get that..only that sucks about Gunk is that ...after you use it..it smells like **** in your interior..from the fumes. Hey where the hell did you get the 20% free Gunk?
LMAO. Gunk will cause some dry specs too becasue its soo strong.
When that happens I just hit everything up with a light touch of WD40
