like the topic said, what do i have to do to a H22 prelude to keep up with the Lancer Evo and WRX STi??? boost level??

um...boost it 8psi tuned right and on a roll you should have no problems as far as straight aways.

Yep, a simple turbo kit (drag, fmax) should get you in the high 13s, provided you dont have traction issues. Try running micky t 22" slicks, they should help cut your 60 fts to a 1.9 and give you a 13.8 quarter mile time depending on other mods you have. Your car has the ability to beat them, but the wrx is an easy 12sec car with a couple of mods...
