Default Big problem, Need help ASAP

I had a pair of 00 taillights for my integra, but the previous owner painted the frame of the lights another color. What does that mean? ok, the signal is still red, the brake part is still red, the reverse is still white, but the frame around those are painted bluish(not transparent, it's car paint with clear coat). How I remove the paint safely without harming the taillights? use paint thinners?

Paint thinner will strip the paint and damage the plastic too. I'm not really sure where it's painted (got a pic), but I would try to remove the paint with a paint thinner. Wash it with soap and water. Then if need, paint it again with a color that is less noticable if the plastic is damage.

Be careful with paint thinner on plastic.
