light azz rims
doesnt matter how light u go 17s are too big for hondas. get smaller rims if u want to save wieght. check out http://www.jaydm.com or http://www.machiii.net machiii will have some light 17s but check out the diference in wieght between 17s and 15s for the same rim. plus ive heard that unsprung wieght makes a alot more difference then just wieght in the car.
try like some rota subzeros (RH CP-035 knock-offs), konig tantrums or 5Zigen ProN1s (volk gramlite knock-offs), 5 Zigen FN01R-Cs not sure of price, but very nice IMO, axis mag-lites (funny looking in magazines, but look great on a car), R1 RICO-5s (very cool, not sure how strong, or price, might get these for my CRX if they are nice and safe to drive on. i'm big on quality, and its hard to go from volks to something i've never heard of), or just about anything thats a light design.
i'm not sure if you mean $1000 for wheels/tires, or just for the wheels. $1000 on just wheels would yield a lot more results/options. sorry this was so long, but these are just some good (i think) options

you could get a nice set of racing harts for like a grand...a friend of mine picked up a set of 17's or 18's for $1300 BRAND new with azeinis on em...im sure you could get some used ones, or not go as high quality on tire choice
the guy that posted his green 4tth gen hatch had either 14 or 15 inch rims with the big willwood brakes. try asking him about it, let me see if i can find the post with the pics...
