Default crower stage 2 cams and emissions?

Here is the setup im sorry for reposting but i forgot ot ask
Setup
93 civic coupe ex
b18c1 84mm bore
darton sleeved
Je pistons 84mm 9:1
crower stage 2 turbo cams
crower springs and retainer kit
crower stainless steel valves exhaust28mm 1 mm over intake 34mm 1mm over
crower adjustable cam sprockets
crower 4340 chromoly steel billet connecting rods
holley hp fuel pump
rc 440 injectors
2.5 pipes for exhaust and hi flow cat and magnaflow exhaust
honda data s200 with boost compatiblity
b18c tranny with quaife lsd atb
arp head studs
exedy clutch and chromoly 8lbs flywheel
rev hard stage 2c (keep ac )
my suspension is install already and listed below

now my question i live in de and emissions isnt that strict unless you have obdII so its not that big of a deal but i have idel emissions (think that is what its called) and i have to rev up to 2 grand will i have problems passing emissions with this setup? I figured It might cause problems...if it wont pass any ideas on how to make it pass?

The only way to know for sure is to try. If you don't pass, you will have to swap back to stock. This is a complete bitch. I have just recently done so to pass with my cams. IMO, you will probably be fine, as they will never hit VTEC, and it is a fairly mild grind.

Thats a pretty bold statement considerign he didnt mention how much boost he planned on running

im going to be running max of 12 psi. never more not even at track. I'm a very careful person i spent lots of money to run only 12 i know i could go higher probably but i dont want to risk anything.
