Jetta 16v Arp head bolts in 87 Teg?????

Jetta 16v Arp head bolts in 87 Teg?????
I got stud recomendation off of ZC site. I Installed studs in block. Nuts, with washers on, will not go on all the way. Studs are too short. Should I unscrew the studs three or four turns? Skip the washers? Install the nuts 3/4 of the way? Or forget it and use the old bolts?..Motor is going to get a turbo. Thanks, Bill
