If your going to get an ITR rear sway bar get teg LCA's, and order the Teg Energy Suspension kit. That's what I just finished. The only bushings that you can't use are the shifter bushings, unless you have a swap already. If you need Civic LCA's I have a set for sale from a 95 EX.

Ever work on one of those? I'm guessing not.
Integra lower control arms WILL NOT FIT a 2000 Civic. The length is different.
Energy suspension does make a master set for your car, but I have not installed one, and I suspect that you are correct about no polyurethane bushing being available for that arm.
My best $0.02? - Look for aftermarket control arms with different setups for bushings. (perhaps poly already installed).

Notice - he has a 2000 Civic.

I don't know what your budget is. If you're a baller though, AEM and Brembo both make disc conversion kits that are bolt-on apps. Modacar.com has them, and just about every local shop in the known world carries AEM. All in all though, I'd try and make the Teg conversion work every which way you can come up with. It's less expensive for sure.
