Default Metal Divider On Top of Throttle Body?

Does anyone know what the purpose of the L-Shaped Metal Divider thing that is located in the air chamber on top of the DPFI Throttle Body is? Its a gold color and is just screwed into the air chamber next to the opening of the throttle body...It looks like it could possibly slow down airflow quite a bit...I am wondering why Honda would put this there?

Back in the day we used to think removing it would make more hp because of better air flow. I honestly dont know if it helps at all. If i remember correctly it was supposed to do something with cold startups? Not sure if its true.

when i still had my dpfi intake manifold i took the L divider out, along with the mesh screen and the top throttle plate, it honestly didnt help to much because then i was getting to much air for the little injectors to fire upon.
