Default Gasket Replacement

Done the search but never found my answer. Do I NEED to mill the head if I want to replace my head gasket? Mill as in surfacing of course. And are OEM head gaskets made of metal? THe reason i am asking is because the one i want to replace it with is metal, The mugen one, and if OEM isnt metal then I assume that a metal gasket wont seal quite as snug. Thanks for the help.
