What do you mean it still won't turn on?
If you wire up the main harness (the red green and blue wires) just like in that pic, as well as grounding the little black wire to the frame, it should work perfectly. It's not necessary to do the ebrake and speed sensor hookup to have a functioning turbo timer......

If you wired it up exactly like in the pic, it should work.....
Get a voltmeter and test to see that the wires are all getting the correct signals and that each wire does what it's supposed to (constant power has voltage all the time, acc on has voltage when key goes to accessory on mode, and ignition on has voltage when the car is turned on and running).....
If the voltages are correct and it's wired like in those pics, then you have a faulty turbo timer....did you buy it used?

Have you tried hitting the power button? I hate to ask a dumb question. Also, do you have it grounded on a good spot? If you do not have it grounded properly, it will not work. The ground wire is not present in that pic.
I'm the one that put that article with the pic toghter. I did a '95 GSR and a '99 Si. I've talked to people that said it's the same wiring that would be used on 4th gen civics as well as 2nd gen integras.
