How do I fix this Saggy Bumper?

my rear used to sag. what you do is take off the rear plastic panal, that covers the rear tail lights. you might also have to pull back on the side plastic panals too. but anyways you will see at the bottom of the trunk, 4 or 5 nuts. and that holds the bumper. oh yeah, dont forget the bottom clips, located right under the bumper near the license plate and the screws in the rear wheel well. after i took off all the clips and nuts, i had someone hold up 1 side while i put the nuts back on.
my friend suggested that i should of used a jack, to jack up the bumper, so the gap would be even smaller. ha i think i will do that since my license plate bulbs died on me.
