The bulb in your pic does not look like an H3. An H3 has 1 wire lead coming off of it. The bulb in your pic appears to be an H3C - which is a very uncommon and hard to find bulb in the US...
Now, I have no clue what kind of bulb a JDM Integra fog lamp has... But if you do need an H3C bulb like in your picture, the good news is that your local Acura dealer has them! The 96-98 Acura TLs use H3C bulbs in the integrated fogs in the headlamp assembly. I found this out when one of the lamps in my parents' 96 TL burned out last weekend.
The Acura part number for H3C bulbs is 33165-SM4-003 They are 12v/55W - just like the 1997+ JDM Prelude fogs. They are clear in color and manufactured by Stanley.

Could i just use any H3 55w bulb? cuz i want that same yellow/amber output that the fogs give..i dont want 1 side being stock (yellow/amber) and the other side being like clear...ya know
You get the yellow output because of the foglight housing, not the bulb.
Here is an H3 bulb. You can pick the bulb up at any autoparts store. I am using regular halogen Sylvania bulbs, which seem to work fine.

The yellow output is determined by the yellow covering in your housing and not the bulb. So you can just use any H3 55w bulb from any autoparts store.
