Default lil problem with obd1 conversion on a 91 rex

ok, I tried searching and found nuthing...
car: my friend's 91 rex hf
motor: obd1 b-series vtec
ecu: obd1
wiring: followed the one on boosted.net [or .com] and another post I found on honda-tech archives...

problem[s]:
-you know how when u start ur car the fuel pump runs to build up pressure for a lil bit then shuts off? the injectors seem to be pumping fuel whenever the car is on "on" and doesn't stop.
-car won't start - checked wiring and its all good, it turns over but doesn't run

note[s]:
-I noticed on the obd1 harness the driver-side connector that replaces the resistor box has one less wire than normal. The wires that I have going there are from the resistor box and then one wire added for the 4-wire o2 sensor [per instructions I found on honda-tech]. I'm still one wire less than normal.
-also that fuel pump thing is bugging me, I start my car and the pump always runs for a few seconds then cuts off like it should, my friend's car DOESN'T DO THIS. somebody has had to have done this before, so plz. hit me up w/ some knowledge.
