No it will not. 
The 94-99 GSRs have a different header length than the 00-01 and therefore have different cat lengths.

Yes, header are different size but maybe I thought the cat would be the same size and the exhaust cat-back would be a diferent length. Cat still changing in size? What about 00 type r's cat. converters?

Yes, a 97 ITR cat should fit on a 2000 GSR.
Edit: My answer is not contradictory. I believe the original post (as you can see it was modified, also look at the thread topic) asked if a 99 cat would fit on a 00-01 GSR.
Next time just start a new post buddy.
