I have Koni Yellows on my Civic w/ comptech swaybars and my car handles like a champ, but I would say go with the Koni's,they are a really good spring and I would recommend them to anyone...
and I would go with Teins as well...

If you're going to use Koni Yellows, why not look into some Ground Control coilovers? Many people praise this set-up a lot and you have the ability to change out the spring rates now or in the future. That and couple of good sway bars and you're in business.

i also have'nt really heard anything good about gc's. price of being a newb i guess
Yeah if you search around you will definitely hear praise of GC's. They use Eibach ERS springs which many companies use as replacements for different spring rates.
Lets say you pick up basic Koni's - $500-$550
Ground Controls (even with custom rates now, at least go for Integra rates)- $325-340
You're still coming in under you $1000 budget and have a couple hundred to use on other forms of chassis stiffening.

you guys need to remember that i'm still an just a wookie at this stuff. so when spring rates and all of that become involved i'm a little lost. i've also read about hondas sagging on the drivers side and this is something i most deff want to avoid..
which is why i'm leaning more towards coilovers.

if you just want a nice suspension set up. you may want to look into some gc's and kyb agx's. It's cheap and gives you great ride quality. I'm running that set up right now and love it.
GC's are about 300, but you can probably find them cheaper if you search around. And You should be able to find KYB agx's for around 320-340. That leaves you with quite a bit left over, maybe for some sway bars or strut bars.

$587 shipped will get you Ground Controls with Tokico blues. I had those on my hatch and the ride was nice. Don't forget to get a camber kit though. Very important.
I am using Tokico Blues with Gold Line springs....rides like stock.
The set up cost me 175 for everything. Tokico's were used for 2 months and the springs were new out the box with lifetime warranty. Normally that set up would run about 500.

I as well went with Tokico blues and some progress springs and I love it. I also made sure to add a camber kit all around and a nice 22mm lower roll bar to the rear. Good luck.
A little OT, but you should try and not have a tax return, that way good old uncle doesn't get to hold onto your money all year round. Anyways, good luck with the suspension upgrades.

try Teins since they have been proven under racing conditions in the JGTC. i would go with the Tein HA setup...but you would have to replace your lower control arms with the ITR ones from the dealer...they cost like $100/pair...brand new. check in the classifieds for the LCAs...you should be able to get them for less than that....
thanks again guys for all your help
tein ss are great coilovers i recommend them
the ss is the replacement for the HA i think they are the same except the ss dosnt have the keeper spring and the HA does..but that only matters on the ss if you have them all the way down..i have mine at 1.5 up from the bottom in the front and 2 in the back and ill never need a keeper spring

I would personally go with the Neuspeed Konis which are shorter bodied than stock which is a very nice thing to have where shock travel is concerned. IIRC, there is a groupbuy going on with those right now for around $500. For the springs, I would pick Ground Control sleeves/perches, and Eibach ERS springs... the spring rate is personal preference and it would suit you to do some research and figure out a good compromise for your driving style. Read the Autocross/Road Racing Forum and the ITR forum for a lot of talk about spring rate. I'm unsure of what GC kits cost w/ the "Koni adaptor kit" and custom rates, but it will be under $400.
$900 which is roughly the same cost as the Tein SS whose sleeves I really don't like compared to GC and they're stock length.
That's what I would do if I had to do it all over again for under $1000.
