just buy a OBDI b16a ecu and it will work you don't need to do anything to the motor or into the inside of the enigne bay

No, don't do any of that. Just send me your ECU and I'll reprogram it to run your B16. It's an easy job and will cost you way less than any other options. For $75, I will reprogram your actual P28 to run your B16. That even includes return shipping back to you!

Although if the engine is comming out of an SI, he will need to get an obd2 engine harness from a GSR or type R.

Okay let me try to help:
If the B16A2 comes from the 99-00 si then use your existing Del Sol engine harness.
Simply move two wires on the 99-00 distributor and do NOT look for an OBD1 distributor - the OBD2 one works fine after moving the two wires.
From there get a rechipped P28 ECU and it will simply plug in.
I have a 99 B16A2 in my fiancee's 1992 Si hatch and that's how I did it. It was very easy to move two wires - people make the biggest deals out of nothing, so trust me on this one from personal experience.
You could find an OBD2 Integra GS-R or ITR harnes, but that will cost more money and really the only thing it has different is the distributor plug that I'm telling you that you need to change.
