(BASIC) Piston end gap question

Default (BASIC) Piston end gap question

Referring to this: http://www.c-speedracing.com/howto/endgap/endgap.php

When it states, "Use the feeler gauges to measure the end gap" Does that mean measure the part where the ring is "CUT" (bad choice of words but I dont know what else to use.) Is that also where you file it?
