for the 96-98 lip for 99-00 civic coupes, you have to use just the very top holes for the lip and screw that into one of the existing holes on your bumper...i forget which exact hole but it's the holes that are on your bumper-the ones behind ur rear wheels). screw both sides in and then from there, tilt the whole lip all the way up until you get a nice
seamless fit. Finally, all i can say is that a drill and some nice stong zip ties all the around on the bottom ~ 5-6 inches apart will do the trick... i used about 8 zip ties....
i'd tell you definetely which holes and exactly where to put the zip ties, but my car was stolen and the bastards took everything.... including the lip. good luck if you do it. it takes a bit of time(an hour or two)
That's what I did for my 99 si w/ the same lip... Looked like a perfect fit!
