do what i did
1. wash it
2. dry it
3. sand the crap out of it
4. fill it with body filler
5. prime it with about 6 layers and rub out each layer
6. paint it 10 times with a rub down between each layer
7. clear coat it 10 times with a rub down each layer
takes about 1 week as you have to let everything dry between coats

unless its rotted, you only need to sand it down with paper, skim coat it, and prime and paint.
1. 150-220 sandpaper on a DA sander or hand sand the rusted and a few inches surrounding
2. if there are pinholes in the sheetmetal i suggest you use a polyester putty (not bondo- bondo is thicker and heavier) and skim coat the rusted spot.
3. sand down the putty with 220, then sand with 320. Use a sanding block, hand sanding will leaves high and low spots from your fingers.
4. prime
5. sand primer with 500 until you get rid of all orange peel. dont worry about sanding through the primer, you just want to make it smooth. again, use the block.
6. prime again, sand again.
7. prep the entire panel you are spraying.
8. spray away....
Id recomend a body shop do it, if you do it yourself the paint will not match! unless you have experience and have the right tools for the job! but you can put it in primer and learn a little bodywork before you bring it to a shop for BC/CC

you should also realize that rust is like roaches...see one and you know there are more bound to be hidden...
