depends on the tranny used, driver, car, tuning state and chassis. too many variables to give you a number.

on a side note a 'low budget' b20vtec will usually putout 155-170whp and 125-135lb/ft of torque.

dude
first there is no such thing as a stock b20 vtec

second, it all depends on the driver.
it could range from 15's to 12's

dude
first there is no such thing as a stock b20 vtec
id say that mine is stock:

stock b20b block (p3f pistons - enlarged reliefs)
stock b16a head (1991) (milled 1mm)
stock b16a cams
stock b16a ex. manifold (soon to be JDM ITR 4-1)
stock b16a in. manifold
stock 245cc injectors
stock PR3 jdm ECU (no chip)
stock cat. converter (soon to be 2.5in carsound)
stock 2in exhaust (soon to be 2.5in madrel bent)
Genie Turbo muffler (soon to be upgraded)
K&N 2in pod air filter
B&M FPR
MSD Blaster 2 coil
JUN cam sprockets
Bosch fuel pump

soon to have V-AFC.

dynoed at 98.3kw (on and AUSTRALIAN dyno) (this = 160 - 170 USA whp)

and doing best of 15.046 @ 93.4mph on street tyres in a 2300lbs 1983 Prelude...

the exhaust mods should give me a few more kw (like 8-12) and this will see my times drop to low to mid 14's

type R cams are next after exhaust and should see another 10 or so kw, this may let me see nice low 14's and pretty damn good drivability...

HTH,

t..
