When its cold outside, my headlights take a while to turn on after i click the stalk. The colder it is the longer it takes, when its freezing outside, it might take around 3-5 minutes. What could be the problem?

bad connection, or wiring is exposed, maybe frost that dries after car is warm... just a thought.
