When should my fan turn on???

When should my fan turn on???
I start my car and let it run til its warmed up with the heat on and it get completly warmed up and the fan doesnt turn on.
I did take the head off recently and disconnected a lot of stuff but i thought that i reconnected everything
can anyone help?
