Just go to Canadian Tire and get the emmisions pass in a bottle stuff. It is like $30 and worked for everyone I know. If you fail you get your money back.

I tried couple times to pass but then I gave up, it is pain in the *** to get that thing pass, mine has fu*king Jun cams in it too and is running so rich, even failed the idle test
I'm in B.C. - but I bet the emissions tests are pretty much the same.
If your cat, O2 sensor, etc. are all in order and you still failed - try putting a litre of Methyl Hydrate into your gas before you go thru.
Also you could run your stock ecu and pull the "check engine" bulb out.
My B18c1 failed emissions by about 3 times the legal limit (Mugen chipped PR3 ECU) so I went back thru with a litre of methyl hydrate in the gas and running my stock Si ecu and passed all my numbers way under the limits.

My old ZC motor passed with a CAI and SS Lightspeed header, a 2.5 high flow cat and Apex WS exhaust. It was as good as stock! Are they testing you under the kit car (motor swap) standards, or the standards for your car? You may need a new cat and/or a combustion chamber cleaning (is your cat 12 yrs old?). Otherwise, make some shady friends at a garage
