Default HELP!! Car wount start!!

I just recently installed new oil seals that go right behind the cam gears. When I took out the number 4 and number 3 spark plug I noticed there was oil in there. So could that be the seals on the vlave cover or the does that mean my rings are bad?
SO here my real question. I reset the cam timing and the cam gears were off by like a mm to top dead canter. Now when I start the car, it wount turn over.
Is that because of oil on the spark plug wires?
Or is it because the timing is off by a little?

Oil on the plugs? On threads or above? Did you have the valve cover off at any time. One little tip when retightening those little nuts... Don't over torque, and tighten the inside ones first in a cross pattern, then the outside ones.
